Grungy, Slimey Text Effect

First make a selection around your text. You can do this by holding ctrl then clicking the text layer’s thumbnail. After you’ve made the selection, feather it by about 1 (Select > Feather.)
Now follow these shortcuts: Ctrl+Alt+Shift+C, then Ctrl+V.
This will have made a duplicate of the text on a new layer.
Go into the filters and apply Filter > Artistic > Plastic Wrap. Now you should have a plastic-wrapped text like so:

Now change the layer mode for that layer to Overlay, and also lower the opacity to 60%.

Now, do a similar thing here, except expand the selection then feather it about 4. Change the layer mode for that layer to Soft Light.

Now I added in some nice details for the background, I started by doing a bit of grunge brushing in the corners with similar colors as to the background.

A little more grunge brushing, using the layer mode Overlay.

Flatten the document (Layer > Flatten Image)
Now duplicate the remaining layer, apply Filter > Blur > Gaussion Blur with a radius of about 1.5.
Now change the layer mode for the blurred layer to Color Burn and lower the opacity to 30%. You should be left with a very dark, grungy result like this:
