Step 3
Create a new layer then do a little bit of soft brushing with a bright-pinkish color.

Change the layer mode for this layer to Overlay.
Create another new layer and do a bit of brushing with a soft blue color.

Change the layer mode for that layer to Overlay aswell.

Step 4
Now you can either flatten the image or copy all of the image into one layer. Layer > Flatten Image.
After you’ve only got one layer left, duplicate the layer then apply Filter > Distort > Wave with a random setting.

Change the layer mode for the duplicate to Darken.

Duplicate the Darken layer again then apply Filter > Blur > Gaussion Blur with a radius of about 4.5.
Now change the layer mode to Overlay.

Pretty intense huh?
Step 5
Lastly, I added a Brightness/Contrast layer by going to Layer > New Adjustment Layer > Brightness/Contrast and I used these settings:

Lastly, I flattened the image then duplicated the single layer, applied Filter > Distort > Wave then changed the layer mode to Lighten.

This is a pretty cool effect that can be used for heaps of things. Avatars, MSN display pictures, forum sigs, etc.

not a bad tutorial for a first timer. It’s better than some of the other stuff i’ve seen.
