Using the Elliptical Marquee Tool make a perfectly-rounded small selection inside of the F at the top.
Circle Selection
Make a new layer and fill this selection with white (#ffffff.)
Move the selection to the left so theres about 5 pixels space between the two, fill with white again.
Two Circles
Repeat this until you’ve filled up all of the F, then merge all of your light layers together.

After merging your layers together, apply this Drop Shadow.

Repeat the last step with the other letters. Just make the selection, fill with white, move selection, fill with white, repeat.
Letter A:
A Lights
Letter M:
M Lights
Letter O:
O Lights
Letter U:
U Lights
Letter S:
S Lights

Lastly I added a few post-effects to the image. Since the orange I used came out really bright, I lowered the contrast a little (Image > Adjustments > Brightness/Contrast) and also applied Filter > Noise > Add Noise to give it a cool, old-style effect.

  1. Good but you should really put an outer glow on all the little dots you have there. That way it actually is light and bright.
