Create a Cool Carbon Fiber Menu

Start a new layer above all your others so its at the very top and make a 2px white line on the bottom of our menu

Now in your blending options set a gradient overlay:

Then duplicate that layer 3 more times and position one at the top and one
on each side

Ok that is looking pretty good so far, so now its time to add the actual menu part of this tutorial.
So make another new layer above all the others and make a blue rectangle at the top center of the menu, I am using the color #0a62b5

Use this gradient overlay:

Now we are going to make some lines on the top and bottom of the rectangle like we did for the top, bottom, and sides of the menu.
Make a 2px white line at the top of your rectangle so that it is the same length and use this gradient overlay

Duplicate the line and move it to the bottom them merge those 3 layers together

Duplicate that 4 more times and space them out evenly down the menu and add your text

For a few final touches I am going to add a glossy look to the menu and also a bluish glow coming from behind one of the buttons to show how it would look if you rolled over it on a site.
So for the glossy look use your pen tool to make a shape like this over top of
your whole menu

Make it a selection and fill it with the color white.
Use the ctrl+click method and pick our first menu layer and cut the part of our glossy layer that you need to fit over the menu. Set its opacity to about 11% and move it below all of your buttons but above the other layers.

We want our glossy finish to look like it is above the buttons too so change the opacity on all of your buttons to about 70%

We are almost done! one last step is to add the glow behind a button, I am going to add it behind the top one.
So use your elliptical shape tool and make a circle like this behind your first button. I am using the color #00deff. I am making mine above the button just to show you what kind of ellipse I am talking about

Now add a gaussian blur to that that by going to filter>>blur>>gaussian blur with 8.6px as your size
